Oshawa's Winter Access By-law 92-2009, s. 3.1, requires every owner, including commercial owners, to clear snow and ice, including windrows, from sidewalks in front of, alongside or behind the lot by midnight of the first day after snowfall ends. The City clears sidewalks only in the downtown Business Improvement Area, next to City properties and on some walkways.
